Due to the Patient Protection and Affordable Care Act (PPACA) and the companion bill, the Health Care Education Affordability and Reconciliation Act of 2010 (HCEARA), the health care flexible spending account will undergo the following changes effective January 1, 2011:

Over-the-counter (OTC) medications and supplies purchased in 2010 without a prescription ARE eligible to be reimbursed through the Health Care Spending Account in 2011. However, please note that due to the grace period (March 15, 2011), OTC medications and supplies purchased in 2011 and applied toward the 2010 Health Care Spending Account balance will require a prescription.


The TSRI Health Care Spending Account allows you to be reimbursed with pre-tax dollars that you set aside for those expenses not fully covered by your health insurance plans (i.e. Medical, Dental, Vision). Examples of such expenses include prescription co-payments, eyeglasses, contact lenses, your plan deductibles and co-payments.

Participation in the Health Care Spending Account is voluntary. You make the decision to participate in the account annually. During benefit enrollment period you have the opportunity to enroll in this program; the account will become effective as of your hire date. If you do not enroll during your initial enrollment period, you will have an opportunity each year during the Open Enrollment period. Research Associates and Graduate students are not eligible for this benefit.
