Travel Disclosure

Why do I have to submit travel disclosures?
The Department of Health and Human Services (HHS) revised Public Health Service (PHS) regulations on Responsibility of Applicants for Promoting Objectivity in Research for which PHS Funding is Sought (42 C.F.R. Part 50, Subpart F), generally referred to as the Financial Conflict of Interest (FCOI) regulations, effective August 24, 2012.

A new component of the regulations impacts PHS-funded Investigators at TSRI.  An Investigator means anyone who is responsible for the design, conduct or reporting of PHS-funded research.  An Investigator MUST disclose the occurrence of any reimbursed travel or sponsored travel (i.e., that which is paid on behalf of the Investigator and not reimbursed to the Investigator so that the exact monetary value may not be readily available), related to the Investigator's Institutional Responsibilities (professional responsibilities on behalf of TSRI, including, but not limited to purchasing, teaching, research, administration, professional practice, institutional committee membership, and service on panels such as Institutional Review Boards or Data and Safety Monitoring Boards.)

Each applicable occurrence of reimbursed or sponsored travel requires the Investigator to disclose the following travel information within 30 days (or prospectively) of the start date of the travel:  purpose of the trip; the identity of the sponsor/organizer; the destination; and the duration.

What travel is exempted from this requirement?
This disclosure requirement does not apply to funding provided to the investigator via TSRI (for example, as part of sponsored research projects, paid from departmental discretionary or gift funds), or from an institution of higher education, a federal/state/local government, an academic teaching hospital, a medical center, or a research institute affiliated with an institution of higher education.

Who is required to submit travel disclosures?
All PHS-funded Investigators at The Scripps Research Institute.

What travel must be disclosed?
The occurrence of any reimbursed travel or sponsored travel related to the Investigator's Institutional Responsibilities.
